I forward herewith a plan and letter which I
have received from Mr. Abdoolrahim relating to the proposed develop -ment of M.L. 25 by laying out a new street, 30 feet wide, and
erecting houses on both sides of it. This property extends from
Praya East to Queen's Road East and lies between Gresson Streat
and Landale Street (vide block plan attached).

It will be seen that Mr. Abdoolrahim shows a
"bottle-neck" outlet for the proposed street to Queen's Road East.
Mr. Abdoolrahim points out that, under the Ordinance, communication with one public street only is required
and, as this is provided at the other and of the proposed street, his client is at liberty to entirely close the outlet to Queen's Road East if he thinks fit. This is a perfectly correct statement
of the position.

In the case of both Landale Street and Gresson
Street, compensation has been paid for the entire area occupied by these streets. Though the necessityfor further cross streets bat- -ween Queen's Road East and Prays East is not now so great as formerly, owing to the construction of the streets already mentioned, I am of option that it would be preferable in the present case to pay compensation for the whole area of the street rather than permit the arrangement indicated on the enclosed plan.

On the other hand, I am informed that Mr.
Abdoolrahim's client desires to retain the new street as a private street, but, as, in this case, the street will form a useful public thoroughfare, I am of option that the retention of the street as a private a one should not be permitted.
